Registering to Vote
Voter Qualifications
To register to vote in the state of Georgia, you must be:
- A citizen of the United States
- A legal resident of Georgia and of the county in which you wish to vote
- At least 18 years of age by election day
You may not register to vote if you are currently:
- Serving any sentence imposed by the conviction of a felony
- Judicially determined to be mentally incompetent
There are several convenient methods of registering to vote:
- Contact the Carroll County Board of Elections & Registration, public assistance office, recruitment office, public libraries, county fire stations, and city hall offices for a mail-in registration form.
- Registration is offered when you renew or apply for your driver's license at Department of Motor Vehicle Safety driver’s license posts.
- College students can obtain a voter registration form from their school registrar's office or from the office of the Vice President of Academic Affairs.

Change of Residence
Voters are required to notify the board of registrars of their county of residence whenever they move. Change of address must be submitted up to 30 days preceding any election.
This can be done by writing your county board of registrar’s office or by submitting a new voter registration application.

Precinct Cards
If you have misplaced or have not received your precinct card within two to three weeks of submitting your application, please contact the Carroll County Board of Elections & Registration Voter Registration Division at 770-830-5824 to request a new precinct card or to check the status of your application.

Voter Identification Card
Georgia Voter Identification Card
If you are a registered voter and do not have a Georgia driver’s license or Georgia identification card, you can receive a free Georgia Voter Identification Card today. Your free Georgia Voter Identification Card is available through the County Voter Registrar’s Office in the county where you live.
In order to receive your free Georgia Voter Identification Card, you will need to present a document confirming your identity to your County Voter Registrar which includes the following:
- your full legal name and date of birth;
- and/or your full legal name and residential address.

University of West Georgia Students
· In order to vote in Carroll County, you MUST BE REGISTERED TO VOTE IN CARROLL COUNTY! You cannot vote in Carroll County simply because you live here – you must register to vote here! · Even if you are a UWG student who is registered to vote in Carroll County, you don’t necessarily cast your vote on campus. Where you vote is determined by WHERE YOU LIVE in Carrollton or Carroll County. · You must register to vote AT LEAST 30 DAYS before the election that you wish to vote in. · On campus, you can register at Ingram Library or in the President’s Office in Samford Hall. When you register, you MUST USE YOUR LOCAL ADDRESS IF YOU WISH TO VOTE IN CARROLL COUNTY! · If you live in Carroll County but wish to remain registered in your home county, you can either vote by absentee ballot or go home on Election Day. But again, you CANNOT VOTE IN CARROLL COUNTY UNLESS YOU ARE REGISTERED TO VOTE IN CARROLL COUNTY.

Voter With Disabilities
Secretary of State Handel Launches Website for Voters with Disabilities
Atlanta— Georgia Secretary of State Karen Handel today launched the Access for Voters with Disabilities section of her agency’s Elections Division website, specially designed to provide elections information and resources to voters with disabilities. The site was constructed to help ensure that information technology is accessible to people with disabilities, including access via screen reader. The website address is: http://www.sos.ga.gov/elections/disability_voting.htm.
“This website provides voters with disabilities the information they need to fully participate in elections, both in person and by mail,” Secretary Handel said. “By maximizing technology and information resources, we can guarantee access to the elections process for all voters.”
The website contains information on registering to vote; in-person voting assistance; in-person assistive voting devices; seated voting; advance and early voting; and photo identification requirements.
The Access for Voters with Disabilities website was created as part of the Secretary of State’s commitment to increasing access for the disabled to participate in the elections process, and educating individuals with disabilities about available resources.
In 2008, the Secretary of State’s office dispersed nearly $165,000 in Help America Vote Act grants to Georgia counties for projects to improve voting facility access. This year, the Secretary of State’s Elections Division will launch a multi-tiered training program for county and local election officials on a full range of accessibility issues. Additionally, the Elections Division is partnering with the Georgia Health Care Association to increase elections education among administrators and employees of nursing home and assisted living centers.
Karen Handel was sworn in as Secretary of State in January 2007. The Secretary of State's office offers important services to our citizens and our business community. Among the office’s wide-ranging responsibilities, the Secretary of State is charged with conducting efficient and secure elections, the registration of corporations, and the regulation of securities and professional license holders. The office also oversees the Georgia Archives and the Capitol Museum.
